    A medal citation certificate issued in 1987 to Martyr Nguyen Ban Choi of Ho Chi Minh City (formerly known as Saigon) - the Vietnamese text suggests that this citation was a posthumous one. The citation certificate records that Nguyen was awarded the Victory Medal, Third Class Given that the Vietnam War ended with the fall of South Vietnam to communist forces in April 1975, why did it take 12 years for the citation to be issued by the State Council of Vietnam?
